supporting the efforts of the windward ahupua'a alliance to restore, preserve, and promote access to the Mauka lands along the ko'olau mountain range and its ko'olau greenbelt and heritage trails system.
WHEREAS, Windward Ahupua'a Alliance (WAA) was established to advocate for restoration, protection, and public access to the mauka lands on the windward side of the Ko'olau mountain range and to support the creation of a series of cultural, historical, and artistic trails along the coastline as well as the connecting trails within and between neighboring ahupua'a throughout the two moku of Ko'olau Poko and Ko'olau Loa; and
WHEREAS, WAA's goals are to:
(1) Bring people together from different windward Oahu communities to share common interests and concerns;
(2) Educate and inform residents, visitors, businesses, policy makers, and the media about these issues and concerns; and
(3) Create strategies and techniques to support each other in shared efforts to preserve, protect, restore, and enjoy in appropriate ways the land, water, and air and the flora and fauna that live on, in, under, or above them; and
WHEREAS, WAA is grounded in the principle that sustainability takes a holistic approach towards master planning of energy, housing, education, transportation, clean air and water, land use, sensible economic development, preservation and protection of open spaces as well as culture, history, and heritage, social equity, and individual and corporate accountability; and
WHEREAS, WAA's principal project is called the Ko'olau Greenbelt and Heritage Trails System (KG&HTS) that will run from Makapu'u at Oahu's southern end to Kawela Bay at the northern end of the island; and
WHEREAS, KG&HTS works with communities to identify their special places and then links within and between communities, connecting one ahupua'a to another along both the mauka and makai corridors; and
WHEREAS, the first major planning segment in the KG&HTS is in the Kaneohe/Kahaluu area with seed funding through the City and County of Honolulu's Vision Process and significant support from private foundations and individual and corporate donors; and
WHEREAS, when the Kaneohe/Kahaluu segment is complete it will be integrated into the larger project along with the plans created by other windward Oahu communities; and
WHEREAS, WAA anticipates that the overall planning process will take five years, with implementation beginning by the end of 2003; now, therefore,
BE IT RESOLVED that the Senate of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2003, hereby supports the efforts of the WAA to restore, protect, and promote access to the mauka lands along the Ko'olau mountain range and its KG&HTS project; and
BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the WAA.
