SENATE CONCURRENT

RESOLUTION

 

REQUESTING THE LEGISLATIVE REFERENCE BUREAU TO STUDY THE ADVANTAGES AND COST-EFFECTIVENESS OF OUTSOURCING THE PROPERTY MANAGEMENT OF PUBLIC SCHOOL BUILDINGS, FACILITIES, AND GROUNDS.

 

WHEREAS, Hawaii's public school buildings, facilities, and grounds are in a state of disrepair; and

WHEREAS, as a poor learning environment frequently begets a poor education, Hawaii's rundown, unhealthy, and even dangerous school facilities will not support the kind of teaching our children deserve; and

WHEREAS, appropriations that are handled in the typical manner generally provide for funds to be disbursed throughout the whole of the system, which leaves no single school prepared to provide the physical environment in which effective learning can occur; and

WHEREAS, one way to address the deterioration and degradation of school facilities is to develop public-private partnerships for the management of school buildings and grounds throughout the State; and

WHEREAS, public-private partnerships have already been used successfully by the state government, for example, for the management by a private contractor of facilities at the University of Hawaii's Manoa Innovation Center; and

WHEREAS, there is a need for a review of the advantages and cost-effectiveness of outsourcing to the private sector the property management of public school buildings, facilities, and grounds; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2003, the House of Representatives concurring, that the Legislative Reference Bureau is requested to study the advantages and cost-effectiveness of outsourcing the property management of public school buildings, facilities, and grounds; and

BE IT FURTHER RESOLVED that the Bureau's study is requested to include the following elements:

(1) The identification of appropriate schools in each of the counties;

(2) A review of appropriate qualifications, experience, integrity, and ability to manage the property and grounds of these schools;

(3) A review of the most appropriate, efficient, and cost-effective means to manage public school facilities in cooperation with the private sector;

(4) A review of the best means of structuring public-private ventures so that proposals are mutually beneficial to both the public and private sectors; and

(5) A review of all other issues that impact on and would facilitate the development of public-private partnerships to manage public school property and facilities;

and

BE IT FURTHER RESOLVED that the Department of Accounting and General Services and the Department of Education are requested to cooperate with, and provide any requested assistance or information to, the Bureau in a timely manner; and

BE IT FURTHER RESOLVED that the Legislative Reference Bureau is requested to report findings and recommendations to the Legislature no later than twenty days before the convening of the Regular Session of 2004; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the State Comptroller, the Chairperson of the Board of Education, the Superintendent of

Education, and the Director of the Legislative Reference Bureau.
