RESOLUTION
SUPPORTING THE UNIVERSITY OF HAWAII'S RESEARCH ENTERPRISE AND REQUESTING THE DEVELOPMENT AND IMPLEMENTATION OF A FIVE YEAR PLAN FOR ITS EXPANSION.
WHEREAS, the University of Hawaii (University) is the premier research university within the State and has been remarkably successful in securing increasing amounts of research and development funds from federal and other sources; and
WHEREAS, in order for the University's research enterprise to remain competitive within its current areas of strength and to embrace newly prominent and promising areas of scientific inquiry that will develop financial benefit for the State; sufficient facilities, support systems, and policies must be in place within the University system; and
WHEREAS, due to the State's ongoing fiscal challenges, diversifying our economy through support for the University's research enterprise is a prudent step that will result in a healthier economy and community; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2003, the House of Representatives concurring, that the University of Hawaii is requested to develop and implement a five-year plan to expand its research enterprise; and
BE IT FURTHER RESOLVED that the University is requested to consult with the Executive administration and members of the Legislature in the development of the plan; and
BE IT FURTHER RESOLVED that the University of Hawaii submit to the Governor and to the Legislature not less than twenty days prior to the convening of the 2004 Regular Session, a status report on the implementation of the plan; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Regents of the University of Hawaii, the President of the University of Hawaii, and the Vice President for Research of the University of Hawaii.
