SENATE CONCURRENT

RESOLUTION

 

SUPPORTING THE UNIVERSITY OF HAWAII'S RESEARCH ENTERPRISE AND REQUESTING THE DEVELOPMENT AND IMPLEMENTATION OF A FIVE YEAR PLAN FOR ITS EXPANSION.

 

WHEREAS, the University of Hawaii (University) is the premier research university within the State and among the most prominent within the nation in ocean and earth sciences and marine engineering and technology; and

WHEREAS, while the University has been successful in attaining increasing amounts of federal research and development funds, it lacks adequate facilities and entrepreneurial resources to realize financial gains for the University and the State from its research endeavors; and

WHEREAS, in order for University programs to remain competitive within these research areas and to develop financial benefit for the State, these facilities and entrepreneurial resources must be established within the University in the very near future; and

WHEREAS, due to the State's ongoing fiscal challenges, diversifying our economy through support for the University's research enterprise is a prudent step that will result in additional revenues for our construction industry, our high technology industry, and our health care industry; and

WHEREAS, beyond the development of these various industries, there will be additional tax revenues realized from their expansion, which can be used by the State to maintain a healthy economy and community; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-Second Legislature of the State of Hawaii, Regular Session of 2003, the House of Representatives concurring, that the University of Hawaii is requested to develop and implement a five-year plan to expand its research enterprise; and

BE IT FURTHER RESOLVED that the University is requested to work in partnership with the Executive administration and members of the Legislature in the development of the plan; and

BE IT FURTHER RESOLVED that the University of Hawaii submit a status report on the implementation of the plan to the Governor and to the Legislature not less than twenty days prior to the convening of the 2004 regular session; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Regents of the University of Hawaii, the President of the University of Hawaii, and the Dean of the School of Ocean and Earth Sciences and Technology at the University of Hawaii at Manoa.
