HOUSE RESOLUTION

 

URGING THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM AND THE DEPARTMENT OF LAND AND NATURAL RESOURCES to plan for the creation OF AN EQUESTRIAN TRAINING FACILITY on the leeward coast.

 

WHEREAS, much of the Leeward Coast is an economically depressed area and the community profile of the Leeward Coast is bleak; and

WHEREAS, according to the Community Risk and Protective Indicators of the Leeward Coast Community Profile, students report the highest rate of community disorganization where more than sixty per cent of teens say that crime, especially drug dealing and fighting, and community blight, in the form of abandoned buildings and graffiti, are commonplace; and

WHEREAS, almost forty-six per cent of teens surveyed reported that they dislike their neighborhood and would like to move. Adults in this community also expressed dissatisfaction; and

WHEREAS, less than thirty per cent of Leeward Coast adults reported working on community projects, possibly indicating a lack of community solidarity and lack of trust that naturally comes from not knowing your neighbors and a shortage of members who believe they can contribute to positive changes; and

WHEREAS, unemployment rates are very high on the Leeward Coast and the community offers very few job opportunities, especially to teens, who suffer much higher unemployment than adults; and

WHEREAS, the creation of an Equestrian Training Facility on the Leeward Coast is one strength this community can build on. An Equestrian Training Facility would provide immediate job opportunities and stimulate the development of ancillary jobs in equestrian-related areas as well; and

WHEREAS, an Equestrian Training Facility would provide opportunities for positive involvement, vocational rehabilitation, education, and gainful employment for the community's youth at-risk and adults in transition; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2003, that the Department of Business, Economic Development, and Tourism and the Department of Land and Natural Resources are requested to jointly plan for the creation of an Equestrian Training Facility on the Leeward Coast; and

BE IT FURTHER RESOLVED that the Department of Business, Economic Development, and Tourism and the Department of Land and Natural Resources are requested to include in the plan:

(1) A canvass of the extent of community support;

(2) An estimate of the number of jobs that may be created or displaced;

(3) An analysis of appropriate potential sites for the facility including the status of state- or county-owned lands and roads and the possible use of eminent domain to acquire land;

(4) An analysis of the most appropriate form of ownership, management, maintenance, and operation of the facility, including state, private, and joint public-private;

(5) An estimate of the total cost of construction, management, maintenance, and operation of the facility; and

(6) Proposals for funding the facility including public, private, and shared public-private funding;

and

BE IT FURTHER RESOLVED that the Department of Business, Economic Development, and Tourism and the Department of Land and Natural Resources are requested to report a jointly developed plan, including any necessary proposed legislation, to create the Leeward Coast Equestrian Training Facility to the Legislature no later than twenty days prior to the convening of the Regular Session of 2004; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Business, Economic Development, and Tourism and the Chairperson of the Board of Land and Natural Resources.
