WHEREAS, while the natural beauty of Hawaii is recognized throughout the world, there may be no other place that embodies the spirit of our island State of Hawaii as much as the State Capitol, a beautiful building constructed with careful planning, marked with deep symbolism, with culture and tradition woven into the architecture, and a multitude of stories of the rich history of our State; and

WHEREAS, in 1984, UNCLE JOE was hired as a doorman and messenger with the Sergeant-At-Arms of the House of Representatives; and

WHEREAS, during this time, UNCLE JOE noticed the scarcity of information that was conveyed to visitors touring the State Capitol; and

WHEREAS, through his own initiative and diligence, UNCLE JOE researched the architecture of the building, studied various aspects of Hawaii, and developed what ultimately became the basis of a new Capitol tour, the beginning of a program that proudly and rightfully pays tribute to the culture, traditions, and rich history of our State through our State Capitol; and

WHEREAS, through eloquent story telling and humor, UNCLE JOE exuberantly shared his wealth of knowledge of Hawaii and the deep symbolism of the State Capitol building through animated walking tours, given to anyone wanting to see and learn about the State Capitol; and

WHEREAS, these people ranged from residents of Hawaii as well as visitors from across the nation and the world, including school children and students of all ages, universities, civic groups, and various organizations; and

WHEREAS, this truly special individual exhibited tireless effort and dedication, often volunteering countless hours during weekends, holidays, and evenings to accommodate night students from colleges and universities, special interest groups, Boys and Girls Scouts, and visitors with limited travel time; and

WHEREAS, UNCLE JOE has received recognition from the KITV 4 News program "Working 4 You" for his Capitol Tour Program; and

WHEREAS, an extension of UNCLE JOE and his fulfilling career is his wife, Aunty June Toguchi-Tassill, who has worked tirelessly during many legislative sessions, who together make a team that is passionate in their beliefs and selfless in their dedication to Hawaii and its causes; and

WHEREAS, UNCLE JOE currently serves as a Hawaiian Historian with the Native Hawaiian Hospitality Association, continuing his commitment to the people of the State of Hawaii; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2003, that this body hereby commends and honors UNCLE JOE for 18 years of dedicated service to the State Capitol, and extends to him its warmest aloha and best wishes for continued success in all future endeavors.
