HOUSE RESOLUTION

 

requesting the DEPARTMENT OF TRANSPORTATION TO STUDY THE FEASIBILITY OF ESTABLISHING FLYER STOPS WITHIN THE RIGHT-OF-WAY OF OAHU'S H-2 FREEWAY AND CONNECTING TO PARK-AND-RIDE facilities.

 

WHEREAS, the proposed Central Oahu Sustainable Communities Plan, dated February 2002, identifies over twenty thousand previously approved or proposed additional housing units for Central Oahu; and

WHEREAS, while the plan offers roadway and transit improvements to offset the anticipated increase in traffic generated by this growth, the public has questioned whether the proposed improvements are sufficient; and

WHEREAS, the plan provides no major roadway capacity increases for anticipated commuter traffic between Central Oahu and downtown Honolulu, but instead relies upon transit investments to serve peak period commuter travel demand; and

WHEREAS, the plan specifically states, "With population growth, the City should increase transit service in Central Oahu to enhance circulation among Central Oahu communities and between Central Oahu and the adjacent Ewa and North Shore areas, and provide convenient service for peak-hour commuting."; and

WHEREAS, although the statement sounds reassuring, the City and the State must work together to address growing traffic concerns in Central Oahu, examine alternatives to facilitate traffic flow, encourage more commuters to use public transportation, and develop workable solutions to Oahu's worsening traffic conditions; and

WHEREAS, flyer stops--freeway bus stations that allow passengers to board buses at an area directly adjacent to the freeway--have been suggested as a possible solution to the rapidly growing transportation problems on Oahu; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2003, that the Department of Transportation is requested to study the feasibility of establishing flyer stops within the right-of-way of Oahu's H-2 freeway and connecting to park-and-ride facilities; and

BE IT FURTHER RESOLVED that the Department of Transportation is specifically requested to:

(1) Examine flyer stop systems in other jurisdictions and determine the feasibility of adapting flyer stops to Oahu's H-2 freeway;

(2) Propose locations, routes, and schedules for the flyer stops and adjacent park-and-ride facilities that will maximize bus ridership and revenue;

(3) Estimate the cost of establishing and operating the flyer stops and adjacent park-and-ride facilities;

(4) Investigate the availability of federal or other funding available for the development or construction of the flyer stops and adjacent park-and-ride facilities; and

(5) Address any other issues relating to the establishment and operation of the flyer stops and adjacent park-and-ride facilities;

and

BE IT FURTHER RESOLVED that the Department of Transportation is requested to consult with the City and County of Honolulu, Department of Transportation Services, and other appropriate transportation officials and community groups to obtain input on any proposals included in the study; and

BE IT FURTHER RESOLVED that the Department of Transportation is requested to report its findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2004; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Transportation, the Director of Transportation Services for the City and County of Honolulu, the Executive Director of the Oahu Metropolitan Planning Organization, the Chair of the Oahu Metropolitan Planning Organization Policy Committee, the Chair of the Mililani/Waipio/Melemanu Neighborhood Board, and the Chair of the Mililani Mauka/Launani Valley Neighborhood Board.
