requesting an audit of the hawaii state judiciary, division of driver education.
WHEREAS, the Hawaii State Judiciary, Division of Driver Education, is responsible for administering statewide traffic safety educational programs for traffic violators referred by the courts; and
WHEREAS, there is a concern that programs administered by the Division of Driver Education, such as child passenger safety classes and driver education and alcohol assessment for DUI offenders, need to be reviewed and evaluated to ensure that programs throughout the State are evenly implemented, instructors are properly trained, and course content is relevant and up-to-date; and
WHEREAS, since the statewide programs are administered from Honolulu, communication, coordination, and uniform policies and procedures are key to providing consistency and continuity throughout the system; and
WHEREAS, an independent review of the Division of Driver Education will provide oversight, accountability, and guidance to ensure the integrity of the Division of Driver Education's management and operations in the provision of effective statewide programs; now therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2003, that the Office of the Auditor is requested to conduct a management audit of the Hawaii State Judiciary, Division of Driver Education; and
BE IT FURTHER RESOLVED that the Office of the Auditor is requested to pay particular attention to operational issues and concerns within the Hawaii State Judiciary, Division of Driver Education; and
BE IT FURTHER RESOLVED that the Office of the Auditor is requested to report its findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2004; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Auditor, the Chief Justice of the Hawaii Supreme Court, the Administrative Director of the Courts, and the Administrator of the Division of Driver Education.
