RESOLUTION
REQUESTING THE EMPLOYEES' RETIREMENT SYSTEM TO conduct a study on THE FEASIBILITY OF A HYBRID retirement PLAN.
WHEREAS, the legislature finds that it has, on numerous occasions, reviewed proposed legislation to convert class C noncontributory members to class A contributory members and believes that this piecemeal approach to legislation is an inefficient manner in which to address the needs of the members of the Employees' Retirement System (ERS); and
WHEREAS, the legislature believes that a more efficient approach would be to provide all class C noncontributory members with the opportunity to convert to a contributory retirement class in the interest of fairness and clarity; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2003, the Senate concurring, that this body requests ERS to conduct a study on the feasibility of establishing a "hybrid" retirement plan that would allow class C noncontributory members to convert to a contributory retirement class; and
BE IT FURTHER RESOLVED, that the ERS submit a report of its findings and recommendations, including proposed legislation, to the Legislature at least twenty days prior to the convening of the Regular Session of 2004; and
BE IT FURTHER RESOLVED, that certified copies of this Concurrent Resolution be transmitted to the Administrator of the Employees' Retirement System.
