HOUSE CONCURRENT

RESOLUTION

 

REQUESTING the CITY AND COUNTY OF HONOLULU to determine the feasibility of constructing A MULTI-USE path along the Waianae coAst from Maili Beach Park to Makaha surfing beach.

 

 

WHEREAS, the beneficial health effects of physical exercise is well-documented; and

WHEREAS, residents on the Waianae coast suffer a disproportionate share of certain illnesses statewide that may be alleviated, in part, by increased regular physical exercise; and

WHEREAS, the exercise path inside Ala Moana Beach Park has not only proven very successful in attracting patrons to engage in regular physical exercise, but it has also greatly enhanced the beauty and value of Ala Moana Beach Park by creating a safe family environment for the community; and

WHEREAS, the Waianae coast lacks, and is in need of, a similar multi-use path; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-second Legislature of the State of Hawaii, Regular Session of 2003, the Senate concurring, that the City and County (C&C) of Honolulu is requested to determine the feasibility of constructing a multi-use path along the Waianae coast from Maili Beach Park to Makaha surfing beach; and

BE IT FURTHER RESOLVED that the C&C of Honolulu, is requested to consult with the Department of Transportation and any other state agency, if necessary; and

BE IT FURTHER RESOLVED that the C&C of Honolulu is requested to include in its feasibility study the following:

(1) The availability of land along the Waianae coast from Maili Beach Park to Makaha surfing beach;

(2) The optimal dimensions and route of the multi-use path that will adequately serve the purpose of providing space for individuals to engage in exercise activities while ensuring safety for users, pedestrians, and vehicular traffic;

(3) The optimal mix of types of exercise use to be permitted, including walking, running, jogging, bicycling, use of roller-skates or roller-blades, skateboards, scooters, and any other type of exercise use, as well as the possible prohibition of any specific type of exercise use;

(4) The projected cost of constructing a multi-use path, including plans, design, construction, and possible acquisition of land for the optimal route and any other alternative routes; and

(5) Prior plans for a bikeway connecting all city parks designed by the Oahu Metropolitan Planning Organization;

and

BE IT FURTHER RESOLVED that the C&C of Honolulu is requested to submit its report and findings, including any necessary proposed legislation, to the Legislature no later than 20 days prior to the convening of the Regular Session of 2004; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of

Transportation, and the Mayor of the City and County of Honolulu.
