Sets maximum speed limits for state freeways and through highways.

RELATING TO DRIVERS EDUCATION FUND UNDERWRITERS FEE.

Increases the drivers education underwriters fee from $2 to $3.50 to provide an additional $1 to the department of commerce and consumer affairs for the benefit of the department of education and 50 cents to the department of transportation to operate and administer a mandatory driver education program for persons under the age of 18.

RELATING TO DRIVERS EDUCATION FUND UNDERWRITERS FEES.

Transfers the drivers education underwriters fee for motorcycles from the University of Hawaii community colleges to the Department of Transportation, and raises the fee from $2 to $5.

RELATING TO PUPIL TRANSPORTATION SAFETY.

Prohibits the use of a mobile telephone while operating a moving school vehicle except in the case of an emergency. Defines "emergency" and "mobile telephone".

Requires notices for tow away zones to be clearly visible at all times to potential parkers.

RELATING TO CHILD ENDANGERMENT.

Establishes the offense of endangering the welfare of a minor in a motor vehicle; makes intentionally, knowingly, or recklessly leaving a child under the age of nine unattended in a motor vehicle when the child suffers serious or substantial bodily injury an offense of endangerment of a minor in the first degree; makes intentionally, knowingly, or recklessly allowing trivial or superficial bodily injury to befall a child under the age of nine as a result of the person leaving the child unattended in a motor vehicle an offense of endangerment of a minor in the second degree.
