RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Transfers the Deferred Compensation program to the Employees' Retirement System. Requires the Employees' Retirement System to pay interest on pensions that are not processed and issued within ninety days of a member's retirement.
