Allows licensed dental hygienists to practice under the direct or general supervision of a licensed dentist providing dental services in a public health setting. Specifies services that may be performed. Prohibits direct reimbursements to licensed dental hygienists.

RELATING TO DENTAL INSURANCE

Allows the Insurance Division to protect Hawaii's consumers from insolvent dental insurers by extending the "drop dead" of Act 132, SLH 2001, to July 1, 2003; provides that actions taken under Act 132 shall continue until the conclusion of the complaint. (GOV)

Allows the department of health to enter into agreements with health care facilities and providers to assist with epidemic control activities.

Increases the marriage license fees from $50 to $60, of which $10 is to be allocated to the Hawaii birth defects special fund. Provides that all licenses to solemnize marriage automatically expire 5 years from the date of issuance. Requires DOH to make available a listing of licensees to solemnize marriages.

RELATING TO HEALTH CARE INSURERS

Requires health care insurers to file an annual financial report to continue their tax exempt status under income tax and general excise tax laws. Requires audit of health care insurers.
