RELATING TO EDUCATION.

Authorizes the issuance of general obligation bonds to pay for a qualified zone academy at the national guard facility on 22nd Avenue on Oahu.

RELATING TO THE STATE EDUCATIONAL FACILITIES IMPROVEMENT SPECIAL FUND.

Increases the amount of moneys deposited to the credit of the state educational facilities improvement special fund each fiscal year to $90,000,000.

RELATING TO EDUCATION.

Defines, for statistical purposes, "teaching out-of-field" as teaching outside the areas of preparation indicated on an individual's license; and "out-of-field teacher" as an individual who is teaching outside the areas of preparation indicated on the individual's license.

RELATING TO THE DEPARTMENT OF EDUCATION.

Appropriates funds to provide public school principals with stability bonuses.

Requires that each public school have at least one, full-time vice-principal. Appropriates funds.

MAKING AN APPROPRIATION FOR PUBLIC SCHOOL COUNSELORS.

Appropriates funds for hiring counselors and college counselors at the public schools based on student population.

RELATING TO VOCATIONAL-TECHNICAL EDUCATION.

Appropriates funds for the DOE, on the recommendation of the incentive and innovation grant award panel, to award competitive grants for the purposes of funding the further development, improvement, and enlargement of exemplary vocational-technical education programs. Appropriates $1,000,000 for FY 2002-2003.

RELATING TO THE DEPARTMENT OF EDUCATION.

Requires the DOE to pay all new hires within four weeks.

RELATING TO TEACHER EDUCATION.

Authorizes the department of education to fully reimburse the tuition of college of education graduates who teach in the public schools for at least 6 years.

MAKING AN APPROPRIATION TO THE DEPARTMENT OF EDUCATION.

Makes an appropriation for teachers and educational officers with master and doctoral degrees.

RELATING TO EDUCATION.

Requires a sufficient amount of textbooks and equipment for students; provides teachers with a $250 allocation to reimburse out-of-pocket expenses for supplies; appropriates money.
