RELATING TO TECHNOLOGY.

Creates informal public-private technology development working group to develop an approach to increase greater private sector involvement in future initiatives to expand technology development in Hawaii. Report to governor/legislature by 2003 regular session. Repealed 6/30/2003.

PROPOSING AN AMENDMENT TO ARTICLE X, SECTION 2, OF THE HAWAII CONSTITUTION, TO ALLOW THE STUDENT MEMBER OF THE BOARD OF EDUCATION TO VOTE.

Proposes an amendment to the state constitution to allow the student member of the board of education to vote, except on issues pertaining to personnel or fiscal matters.

RELATING TO EDUCATION.

Proposes constitutional amendments to give the board of education exclusive jurisdiction over the internal structure, management and operation of the public school system, the power to levy taxes, and the power to incur deficits.

RELATING TO EDUCATION.

Prohibits the DOE from knowingly requiring or allowing a teacher to instruct students in content areas that the teacher has no demonstrable knowledge or demonstrated competence, or both, as determined by the Hawaii teacher standards board.

RELATING TO TEACHER EDUCATION.

Authorizes the department of education to fully reimburse the tuition of college of education graduates who teach in the public schools for at least 6 years.

RELATING TO EDUCATION.

Establishes the Hawaii state student council, with student representatives from each departmental school district; and requires the council to determine whether to select the student member of the BOE or to run an election to select the individual.

Appropriates funds to the department of education for classroom materials, building upkeep, and maintenance.

Appropriates funds for hiring counselors and college counselors at the public schools based on student population.

RELATING TO SCHOOL SECURITY.

Requires the department of public safety rather than the department of education to carry out the initial and ongoing training of school security attendants after 6/30/02, subject to the availability of funding. Appropriates funds for the training of security attendants for school campuses.
