RELATING TO NEW CENTURY CONVERSION CHARTER SCHOOLS.

Allows a nonprofit organization to manage and operate a new century conversion charter school as a division of the nonprofit organization, in which the charter school's local school board would consist of the board of directors of the nonprofit organization.

RELATING TO EDUCATION.

Proposes amendments to the state constitution to abolish the state board of education; require the governor to appoint a state superintendent of education; establishes 15 school complexes to be headed by chief executive officers appointed by the superintendent with the approval of the governor.

PROPOSING A NEW SECTION IN ARTICLE X, AND AMENDMENTS TO ARTICLE III, SECTION 16, AND ARTICLE VII, SECTION 8 OF THE HAWAII CONSTITUTION TO GIVE THE DEPARTMENT OF EDUCATION GREATER AUTONOMY IN BUDGETARY MATTERS.

Proposes constitutional amendments to separate the DOE budget from the Executive budget, prohibit the governor from vetoing line items in the DOE budget, and prohibit the governor from restricting appropriated funds to the DOE.

RELATING TO EDUCATION.

Proposes amendments to article X of the state constitution to replace the state board of education with 7 district school boards; require each district school board to be composed of 3 elected and 2 appointed members; gives each district school board the power to appoint a district superintendent and to administer curriculum, budgeting, policies, procurement, capital improvements, repair and maintenance, personnel and collective bargaining within the district; retains a state school superintendent appointed by the governor to ensure statewide content and performance standards, distribution of state funds in accordance with state law, and state compliance with federal law.

RELATING TO EDUCATION.

Enacts education reforms implementing state constitution amendments to decentralize state public school administration to the county/district level, including the appropriation of operating and capital improvement funds on a per pupil basis and a supermajority vote on legislative add-ons, and excluding principals and vice principals from collective bargaining, abolishing the cap on the number of charter schools allowed in the State, and refocusing adult education programs on core government functions.

RELATING TO SCHOOL SECURITY.

Requires the department of public safety rather than the department of education to carry out the initial and ongoing training of school security attendants after 6/30/02, subject to the availability of funding. Appropriates funds for the training of security attendants for school campuses.

RELATING TO PRINCIPALS AND VICE-PRINCIPALS.

Requires newly hired principals and vice-principals to be 12-month employees. Gives current principals and vice-principals until December 30, 2002 to convert from 9-month to 12-month employee.
