Sir:
Your Committee on Judiciary and Hawaiian Affairs, to which was referred H.B. No. 2521, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO CONTROL OF DISEASE,"
begs leave to report as follows:
The purpose of this bill is to allow the Department of Health (DOH) to contract with health care facilities and providers to:
(1) Assist with epidemic control activities;
(2) Require persons to provide information to the DOH concerning the location of individuals allegedly exposed to a dangerous disease; and
(3) Assure the rights of quarantined individuals, including court review.
The Department of Health testified in support of this bill.
Your Committee made technical, nonsubstantive amendments to the bill.
As affirmed by the record of votes of the members of your Committee on Judiciary and Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2521, H.D. 1, as amended herein, and recommends that it be referred to the Committee on Finance,
in the form attached hereto as H.B. No. 2521, H.D. 2.
