Your Committees on Transportation, Military Affairs and Government Operations and Tourism and Intergovernmental Affairs, to which was referred H.B. No. 2158, H.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO COMMERCIAL DRIVER LICENSING,"
beg leave to report as follows:
The purpose of this measure is to exempt law enforcement officers operating authorized emergency vehicles from commercial drivers licensing provisions.
Testimony in support of this measure was submitted by the Department of Transportation and City and County of Honolulu Police Department.
Your Committees find that this measure complies with federal motor carrier safety administration regulations exempting from commercial driver licensing requirements those individuals who operate motor vehicles for the purposes of preserving life and property and emergency government functions. Your Committees further find that this measure will allow the City and County of Honolulu to expand their cadre of available law enforcement officers to operate emergency vehicles on a 24-hour, seven day a week basis.
As affirmed by the records of votes of the members of your Committees on Transportation, Military Affairs and Government Operations and Tourism and Intergovernmental Affairs that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 2158, H.D. 2, and recommend that it pass Second Reading and be referred to the Committee on Judiciary.
