RELATING TO EDUCATION.

Authorizes DOE to establish custodial accounts for the deposit of annuity payments of employees. Designates the insurance service providers and/or the custodial service provider offering the annuity or custodial products or the annuity entity maintaining the annuity contracts or custodial accounts on behalf of employees of the department of education shall bear the cost of administering the plan.

RELATING TO THE GENERAL EXCISE TAX.

Requires the department of taxation to continue working with the United States government, local businesses, and the labor community to develop a system to enforce the collection of GET from U.S. mainland contractors working in Hawaii on federal projects. Requests federal assistance. Gives director of taxation authority to contract with other entities. Requires report to the legislature on proposed legislation.

RELATING TO THE HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII.

Provides for a three-year buyback provision until December 31, 2004 (at which time the buyback period returns to ten years).

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Allows the Hawaii Community Development Authority to issue special facility revenue bonds for eligible projects, including an ocean science center, a multicultural village, and ocean park in the Kakaako community development district.

RELATING TO SUBMISSION OF REPORTS TO THE LEGISLATURE.

Requires the legislative reference bureau to track and monitor submission of annual and other reports to the legislature. Requires agencies to post an electronic copy of its report on a central state website.

RELATING TO SCHOOL PERSONNEL.

Requires principals to meet the department of education's (DOE) certification requirements and have not less than five years of appropriate school-level experience of which at least three years have been as a teacher. Requires vice-principals to meet the DOE's certification requirements and have appropriate school-level experience as determined by the department of education (DOE). Authorizes the DOE, on a case-by-case basis, to waive the certification requirements and school-level experience for vice-principal candidates with appropriate administrative experience.

RELATING TO PRESCRIPTION DRUGS.

Establishes the Hawaii Rx Program to make prescription drugs more affordable to all residents of the State.
