relating to the traffic code.

Replaces current laws relating to pedestrians' rights and duties with new "pedestrians' bill of rights." Requires drivers to stop for pedestrians in intersections and crosswalks. Prohibits jaywalking when a crosswalk or intersection is nearby. Provides penalties.

relating to harbors.

Extends the vessel preferences at small boat harbors afforded to inter-island ferry services to the islands of Hawaii, Lanai, Maui, Molokai, and Oahu.

relating to school buses.

Restricts DOT's authority to grant exemptions to use motorcoaches rather than school buses for purposes such as obtaining extra undercarriage storage or the use of a public address system, and allows motorcoach use only when compliance with the law is impossible rather than impractical.

RELATING TO LITIGATION HIGHWAYS.

Limits the liability of the State and counties by providing that these entities do not have a duty to compensate for vehicles that are speeding more than five miles per hour faster than the speed limit or speed advisory, whichever is less, nor do these entities have a duty to compensate when vehicles are driven by intoxicated person.

Updates statutes pertaining to statewide transportation planning to reflect the current practices and requirements.

Authorizes and limits agency liability for rapid removal of obstructions which block or interfere with traffic or endanger public safety on state highways, and authorizes towing and other minor assistance to stranded motorists on state highways.

Transfers small boat harbors from the department of land and natural resources to the department of transportation.
