RELATING TO THE SALE OF STERILE SYRINGES FOR THE PREVENTION OF DISEASE.

Decriminalizes the sale of sterile syringes to persons who may use them for injection of illicit drugs. (Governor's Package)

RELATING TO SEXUAL ASSAULT.

Provides that a minor cannot legally consent to having sex with an adult who is 5 years or more older than the minor. (Matsunaga)

Provides criminal penalties for persons at least 21 who sexually penetrate a person age 14 or 15, for persons age 19 or 20 who sexually penetrate a person age 14 or 15, and for persons age 20 or more who have sexual contract with a person age 14 or 15.(Bunda)

RELATING TO RIGHTS OF PARENTS AND GUARDIANS.

Requires a physician to give notice to the parent or guardian of a minor or incapacitated person prior to performing an abortion. (Chun)

Prohibits commercial sexual exploitation of minors in exchange for cash, in kind favors, or other compensation through an intermediary who profits from using the minor for specified pornographic or erotic purposes. (Kanno)

RELATING TO THE CHILDREN'S ADVOCACY PROGRAM.

Expands definition of the acts constituting promoting of child abuse in the first degree. Increases penalty for promoting of child abuse in the 2nd degree to a class B felony. (Bunda, BR)

RELATING TO CHILD PROTECTION.

Establishes child protection teams under the department of human services (DHS). Appropriates funds to provide direct expert medical evaluation and consultation to DHS on cases of reported abuse and neglect that are investigated by DHS. (Matsuura)
