Prohibits the resale of cigarettes purchased at Armed Services sales outlets. Creates a presumption that all cigarettes are subject to the cigarette tax. Establishes the cigarette tax stamp enforcement special fund and the cigarette tax stamp administrative special fund. Allows licensee stamp affixation cost recovery.

RELATING TO TOURISM.

Assigns responsibility to market, operate, manage, and maintain the Hawaii convention center facility to the Hawaii tourism authority (HTA); increases membership of the HTA board; requires legislative notice for HTA contracts over $50,000; allocates TAT moneys to state parks special fund.

Sets forth a funding mechanism that directly links the state park system's operating and maintenance expenditures to income derived from tourists and appropriates $4,000,000 for the purpose of the state parks special fund.

Provides that fifteen per cent from the taxes collected from the conveyance tax be used for the homeless assistance program under the housing and community development corporation of Hawaii. Allows DOT and BLNR to enter into capital advancement contracts with private developers for harbor facility public improvements that cost up to $2,000,000 without legislative approval. Allows DOT and BLNR to enter into such contracts exceeding $2,000,000 and up to $5,000,000 with legislative approval.
