Appropriates funds to establish and continue professional development schools in public schools. Requires DOE to allocate funds by means of competitive grants.

RELATING TO NATIONAL BOARD CERTIFICATION FOR DEPARTMENT OF EDUCATION TEACHERS.

Authorizes the Hawaii teacher standards board to develop, implement, and administer a support program for National Board Certification candidates in the DOE; increases bonus for certified teachers to $5,000 for each year certificate is valid; appropriates funds.

Establishes the Hawaii education loan program and special fund for the purpose of providing financial support to students who are enrolled in a program that culminates in the awarding of a teaching license, and who agree to teach in the Hawaii public school system. Appropriates funds to the department of education for 312 FTE, temporary, school clerical positions to partially implement the recommendations of the 1990 school and district office clerical staffing study. Requires the department to allocate these temporary positions according to pupil enrollment.

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR THE BERNICE PAUAHI BISHOP MUSEUM, OAHU.

Authorizes the issuance of, and appropriate, $1 in general obligation bonds for each of the fiscal years 2001-2002 and 2002-2003 to support the relocation of the Bernice Pauahi Bishop Museum Science Learning Center. (Companion Bill: SB 1033 SD2)

Clarifies that higher education board allowances are available to eligible persons who were formerly foster children.
