SB 1085

RELATING TO NEW CENTURY CHARTER SCHOOLS.

Transfers the authority to determine the allocation methodology and level of funding for new century charter schools from the State Auditor to the Superintendent.

relating to schools-within-schools.

Allows moneys in the incentive and innovation grant trust fund to be used for the planning and design of proposed schools-within-schools, and the establishment of board-approved schools-within-schools. Appropriates funds to the incentive and innovation grant trust fund for these purposes.

making an appropriation for the peer education program.

Appropriates funds to maintain and expand the services provided by the department of education's peer education program.

RELATING TO GENERAL EXCISE TAX.

Exempts from the general excise tax fundraising amounts raised by certain nonprofit groups for public school projects as long as the funds are used to supplement the cost for public school programs and the board accepts the donations.

Excludes the first $20,000 of income of public school teachers from state income tax.

RELATING TO TEACHERS.

Provides a tax credit to teachers based on experience.

Replaces teaching requirement for principal/vice-principals with requirement for school-level experience to be determined by department; provides for waiver of certification and school-level experience for vice-principals with appropriate administrative experience.

Relating to coaches.

Requires coaches coaching for the DOE to be paid on a stipend basis. Requires coaches receive stipend increases commensurate to those collectively bargained for teachers. Appropriates funds to increase the base stipends of coaches who are employed by the DOE in other capacities by one hundred per cent and coaches who are not employed by the DOE in other capacities by fifty per cent.

RELATING TO HAWAII NATIONAL GUARD TUITION ASSISTANCE.

Eliminates the requirement that only Hawaii national guard members who are residents of the State are eligible for tuition assistance.

Authorizes the superintendent to adopt rules for bulk purchasing for public schools for amounts of less than $50,000.

RELATING TO LIBRARIES.

Transfers Friends of the Library of Hawaii contracts and oversight from the BOE to the state librarian; adds Friends of the Library of Hawaii to the Hawaii state library foundation trust fund; requires the fund keep moneys from the two sources separate.

relating to the board of education.

Requires the board of education to invite the military representative to participate in discussions about board matters, except those matters discussed in executive meeting.
