Adds new tax benefits for high tech industries and amends current benefits to improve them.

relating to research and technology parks.

Requires all infrastructure at all existing technology parks to be completed before the governor may allocate funds for the construction of new technology parks.

relating to special purpose revenue bonds for hi-tech hawaii, inc.

Authorizes the issuance of special purpose revenue bonds to assist Hi-Tech Hawaii, Inc. in planning, designing, and constructing a high technology research and development facility in the State.
