Requires temporary moorage of up to 90 feet to be designated at each small boat harbor for use by commercial fishing operators for loading and unloading, not to exceed 3 hours.

MAKING AN APPROPRIATION TO REPAIR AND MAINTAIN STATE-OWNED SMALL BOAT RECREATIONAL HARBORS.

Appropriates funds to repair and maintain small boat recreational harbors owned by the State.

RELATING TO SMALL BOAT HARBORS.

Requires each harbor to have a dedicated subfund of the boating special fund into which shall be deposited all moneys generated in that harbor, to be used for disbursements for the operating costs of the harbor, to retire service debt on harbor facilities, and for the repair of facilities and infrastructure.

RELATING TO STATE BOATING FACILITIES.

Clarifies that leases issued for small boat harbors and other boating facility properties may include uses other than maritime related activities.

Transfers small boat harbors functions, powers, and duties from the department of land and natural resources to department of transportation.

RELATING TO SMALL BOAT HARBORS.

Provides for a 7-year Ala Wai harbor pilot program to restructure that harbor consistent with a stakeholder-based management structure, in order to assure accountability. Requires reports to the legislature to implement the pilot program.
