Allows the DOE to hire former teachers, principals, or vice principals who have been retired from state service for not less than two years for hard-to-fill positions, allowing them to continue to receive retirement benefits, but not accrue additional retirement benefits based on post-retirement employment. Relating to coaches.

Requires coaches coaching for the DOE to be paid on an allocation basis. Requires coaches to receive allocation increases commensurate to those collectively bargained for teachers. Appropriates funds to increase the base allocations of coaches who are employed by the DOE in other capacities by one hundred per cent and coaches who are not employed by the DOE in other capacities by fifty per cent. RELATING TO THE HAWAII STATE STUDENT COUNCIL.

Establishes the Hawaii state student council, with student representatives from each departmental school district; requires the council to conduct an annual conference of secondary students; and requires the council to determine whether to select the student member of the BOE or to run an election to select the individual. Creates the state educational facilities repair and maintenance special fund and the school physical plant operations and maintenance special fund for school repair and maintenance projects.

Requires DOE to offer students eligible for free or reduced cost school lunch a subsidized school bus fare to their new school for a period not to exceed one year when they are forced to transfer schools because of redistricting. Appropriates money to pay for the subsidized bus fares. (SD2)
