RELATING TO INSURANCE.

Imposes a higher standard of financial responsibility to protect health plan solvency by adding a new net worth requirement to those applicable to mutual benefit societies and health maintenance organizations, equal to a minimum of three times the average of monthly net claims paid during the past calendar year. RELATING TO LIMITED LIABILITY PARTNERSHIPS.

RELATING TO RENEWAL REQUIREMENTS OF THE BOARD OF MEDICAL EXAMINERS.

RELATING TO REAL ESTATE BROKERS AND SALESPERSONS.

Exempts a time share interest owner from licensing under chapter 467 when owner refers a prospective buyer to the developer, sales agent, or resale agent of the owner's time share plan and receives a fee of not more than $1,000; clarifies roles of owner, developer, sales agent, and resale agent. (SD1)

RELATING TO TIME SHARE PROJECTS.

Requires time share developers, prior to offering apartments for sale to the public for the first time, to register with the real estate commission; exempts time share plans registered under the time share law and required to provide disclosure to consumers under that law, from duplicative condo disclosure requirements. RELATING TO TIME SHARING PLANS.

Exempts time shares offered for sale outside of the State from the requirements of section 514E-8 (mutual right to cancel) and section 514E-9 (disclosure statement); clarifies provisions for foreign and other jurisdictions that do not regulate time share sales, provide for a cancellation period, or require a disclosure statement. RELATING TO SALES AGENTS OF TIME SHARE UNITS.

Removes requirement that time share sales agents be registered with the director of commerce and consumer affairs, clarifies who must wear a time share identification badge, and eliminates requirement that time share acquisition agents be registered with the department if they are currently licensed as a real estate broker pursuant to Chapter 467, HRS. Redefines "acquisition agent" in time share law to exclude employees or contractors of licensed real estate brokers or acquisition agents who are not licensed real estate brokers, and exempt these employees and contractors from registration requirements. (HB22 HD2)
