Creates a presumption that all cigarettes are subject to the cigarette tax. Establishes the cigarette tax stamp enforcement special fund, the tobacco enforcement special fund, and the cigarette tax stamp administrative special fund. Exempts the cigarette tax stamp enforcement special fund, the cigarette tax stamp administrative special fund, and the tobacco enforcement special fund from the central services transfer requirement.
