RELATING TO RENEWABLE ENERGY RESOURCES.

Establishes goals for electric utility companies to implement renewable portfolio standards, which include a minimum percentage of renewable energy resources or energy efficiency programs within their overall resource portfolio. Provides net energy metering for eligible customer-generators. Provides for monthly billing and an annual reconciliation period. (SD2)
