Eliminates the requirement that only Hawaii national guard members who are residents of the State are eligible for tuition assistance.

RELATING TO THE DISPOSITION OF ABANDONED OR SEIZED PROPERTY ON PUBLIC LANDS.

Establishes minimum amounts for which personal and public notice and public auction are required for property abandoned or seized on public lands. Clarifies that the amounts due the State by the owner of abandoned or seized property shall be offset first in any sale of property or in any judgement against the State.

RELATING TO SUBSTANCE ABUSE TESTING.

Deletes the requirement that individuals who are to be tested for substance abuse be given a "medication" disclosure form.

Revises the statutory listing of controlled substances.

RELATING TO DANGEROUS DRUGS.

Eliminates mandatory imprisonment for promoting dangerous drugs in the second degree and promoting dangerous drugs in the third degree.

RELATING TO MOTOR VEHICLES.

Requires an applicant subject to the Military Selective Service Act to be in compliance prior to obtaining or renewing a motor vehicle driver's license or instruction permit. Requires the designated county examiner of drivers to forward applicant's information to the Selective Service System.
