Authorizes civil actions for violations of law regarding hiring employees during labor disputes. Prohibits an employer from permanently replacing an employee involved in a labor dispute unless the employee has voluntarily resigned.

Encourages unemployed workers to stay in the workforce by increasing from $50 to $ the amount of wages earned by a worker collecting unemployment benefits that will be disregarded in computing weekly benefit payments.
