Provides for criminal penalties for abandoning hazardous waste and used oil, and increases some violations regarding the transportation, treatment, storage, disposal, and documentation of hazardous waste and used oil from a misdemeanor to a felony. "Abandon" defined. (HB662 HD2) (SAY B/R)
