Improves evaluation process by valuing aesthetic benefits and makes appropriation to quantify benefits of undergrounding; establishes intervenors program and appropriates funds for PUC web page for consumers; requires use of ADR prior to hearing; establishes a conversion program and establishes fund to pay for program; establishes one-call system to locate underground facilities.
