Makes a biennial appropriation to the judiciary for operating and capital improvement expenses.

Appropriates funds for the office of Hawaiian affairs' biennial operating budget.

RELATING TO THE STATE BUDGET.

Creates a Litigation Deposits Trust Fund; removes the Compliance Resolution Fund and the Insurance Regulation Fund from the list of those funds exempt from central service fees; allows expenditures from the Works of Art Special Fund for improvements to the No. 1 Capitol District and makes appropriations for such purpose; allows expenditures from the Budget and Reserve Fund for public education; and transfers a portion of balances from various special revolving, and trust funds to the General Fund. Takes effect July 1, 2001.
