RELATING TO AGRICULTURE.

Directs unexpended and unencumbered funds appropriated by Act 117, SLH 1999, to the Hawaii agricultural development revolving fund at the close of fiscal year 2000-2001; appropriates funds from the Hawaii agricultural development revolving fund to continue the Hamakua agricultural subdivision project.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Transfers the Deferred Compensation program to the Employees' Retirement System. Requires the Employees' Retirement System to pay interest on pensions that are not processed and issued within three months of a member's retirement.

RELATING TO GOVERNMENT.

Gives state and county agencies discretion to determine whether or not it is in public interest to allow a private contractor to provide necessary services. Defines "state resident," "state contractor," and "state subcontractor;" increases bid preference for state contractors and subcontractors.

RELATING TO PRESCRIPTION DRUGS.

Establishes the Hawaii Rx Program to make prescription drugs more affordable to all residents of the State.

RELATING TO ELECTIONS.

Establishes a temporary task force to comprehensively review, evaluate, and recommend changes to Hawaii's election laws regarding vote counting, particularly consideration of automatic recount and contesting procedures, to ensure the integrity and certainty of the State's electoral process.

RELATING TO PUBLIC EMPLOYMENT.

Repeals mandatory arbitration provisions and restores the right to strike to all public employees except firefighters and police officers.

MAKING AN APPROPRIATION FOR THE MILLENNIUM WORKFORCE DEVELOPMENT PROGRAM.

Places the millennium workforce development training program with the University of Hawaii. Appropriates money to continue the Program.
