Directs unexpended and unencumbered funds appropriated by Act 117, SLH 1999, to the Hawaii agricultural development revolving fund at the close of fiscal year 2000-2001; appropriates funds from the Hawaii agricultural development revolving fund to continue the Hamakua agricultural subdivision project. |

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Transfers the Deferred Compensation program to the Employees' Retirement System. Requires the Employees' Retirement System to pay interest on pensions that are not processed and issued within three months of a member's retirement. |
