Amends the duties of the state foundation on culture and the arts to include implementation of the recently completed six-year Hawaii Arts Education Strategic Plan: ARTS FIRST; appropriates funds for eight fine arts positions within the department of education to assist in the implementation of the plan.

RELATING TO THE UNIFORM ARBITRATION ACT.

Enacts the uniform arbitration act and repeals the existing law relating to arbitration and awards. Specifies the manner in which arbitration proceedings are to be conducted, requirements for hearings, and remedies. Effective 1/1/2002
