Authorizes department of health to establish a statewide Hawaii birth defects program. (SD1)

Expands the "wholesaler" definition under the general excise tax law to include sales to a commercial aquaculture producer or cooperative of materials, supplies, or commodities, or the rental or leasing of equipment, used by the commercial aquaculture producer or cooperative in the production of aquaculture products for sale. Amends the current provisions of the rural and agricultural districts; establishes a task force to identify and designate marginal agricultural lands for inclusion in the rural district, in order to provide for rural development that supports agriculture, protects open space, accommodates rural, non-farm uses.

Establishes a special advisor and smart growth advisory council to implement growth and development strategies to reduce the public costs of growth and preserve the character, livability, and economic productivity of established communities and rural areas. (SD1)

Requires DOE to offer students eligible for free or reduced cost school lunch a subsidized school bus fare to their new school for a period not to exceed one year when they are forced to transfer schools because of redistricting. Appropriates money to pay for the subsidized bus fares. (SD1)

RELATING TO TRANSPORTATION.

Requires the department of transportation to develop an action plan for an intra-island water ferry transportation system. (SD1)

RELATING TO THE MANAGEMENT OF FINANCING AGREEMENTS.

Establishes a centralized master lease financing program, to include a line of credit financing option, for the purchase of equipment, such as computers, copy machines, telecommunications, energy retrofits, motor vehicles and other essential equipment, at favorable tax exempt rates. (SD1)

relating to the ala wai watershed.

Appropriates $250,000 for a strategic master plan for the Ala Wai watershed for effective community stewardship of the watershed and improved water quality. (SD1)

Requires the DOE to provide: a full provider and service matrix of services which identity all available community and state resources; Hawaii Child and Adolescent System Service Principles; mental health services for students not deemed eligible for the Felix Class; interventions to correct present systemic problems that interfere with the smooth delivery of comprehensive student support services.(SD1)
