Appropriates monies for the payment of settlements of claims against the university for judgements and for other miscellaneous payments.

RELATING TO CORRECTIONAL HEALTH CARE.

Establishes the correctional health care program within the department of public safety; exempts the administrator from civil services. (SD1)

Reinstates a tax credit against an individual taxpayer's annual income tax liability for qualified individuals to offset the general excise tax imposed on food.

Provides income tax relief for individuals by raising the Hawaii standard deduction over a three year period.
