Requires mandatory community-supervision and treatment in lieu of incarceration. (SD1)

Increases amounts for service of process by sheriffs and police.

relating to public employment.

Provides for wage and salary adjustments for public sector managers excluded from collective bargaining that are on par with their civil service counterparts.

relating to appointed public officials.

Includes deputy superintendent in the group of DOE officials whose salary shall be set by the board and removes the deputy superintendent from the statutorily set salary provision.
