RELATING TO Agriculture.

Provides a tax credit of ten per cent of the cost of agriculture infrastructure improvements over $200,000 made by the taxpayer for the taxable year in which the improvements were made. (SD2)

Replaces current system of occupational therapist (O.T.) regulation with new regulatory scheme that requires a license to use the O.T. designation. Repeals law on July 1, 2005. (SD1)

RELATING TO THE FEE SIMPLE RESIDENTIAL REVOLVING FUND.

Limits the liability of lessees who fail to purchase the leased fee interest from HCDCH to the prorated share of the direct costs of acquisition. Authorizes use of the Fee Simple Residential Revolving Fund for indirect costs. Requires interest earned on lessees' deposits to accrue to lessees.(SD1)

Authorizes the issuance of $30,000,000 in revenue bonds to be deposited into the Rental Housing Trust Fund and to appropriate funds to carry out the purposes of the RHTF.

Effectuates an agreement entered into by the State of Hawaii, the City & County of Honolulu, the County of Maui, the County of Kauai, the County of Hawaii, and a number of public service companies by providing for a sharing of the public service company tax revenues with those counties that establish by ordinances a exemption from real property tax for public service companies. Establishes a tax credit for revitalization of older commercial facilities, including retail, hotel, warehouse, and industrial facilities; provided that either the facility or the commercial district where the facility is located is at least twenty-five years old; projects over $2,500,000 required to pay prevailing wages under chapter 104, Hawaii Revised Statutes. Requires a semiannual report from each county listing every change order, contract modification, or other contract price adjustment which causes the county's expenditure for a county construction project assisted by the State to increase by either: (1) 5% of the original contract amount; or (2) $50,000.
