Establishes a breast and cervical cancer treatment program for individuals who are diagnosed by the Hawaii breast and cervical cancer control program who are not eligible to receive Medicaid benefits for treatment, and for other underinsured or uninsured individuals with breast or cervical cancer, or both. RELATING TO LONG-TERM CARE BENEFITS.

Extends long term care insurance for public sector employees to an employee's children and the employee's brothers and sisters as well as their spouses. (SD1)

RELATING TO SUBSTANCE ABUSE.

Removes financial disincentives for health plans and providers to actively out-reach high-risk populations and appropriates funds in the amount of $70,000 for DHS to hire additional staff for the purpose of this Act.

RELATING TO TOBACCO.

Establishes the cigarette tax stamp enforcement special fund and the cigarette tax stamp administrative special fund. Prohibits the resale of cigarettes purchased at sales outlets operated under the regulations of the Armed Services of the United States. Creates a presumption that all cigarettes are subject to the cigarette tax. Makes appropriations. (SD1)

RELATING TO HUMAN SERVICES.

Authorizes the Department to license home and community-based case management agencies. These agencies, in turn, will be responsible for certifying community care foster family homes. (SD1)

RELATING TO FUNERAL ASSISTANCE PAYMENTS.

Allows the respective county medical examiner or coroner to submit an application for funeral payments under the Department's funeral payment program on behalf of an unclaimed corpse more than sixty days after the date of death of the deceased. (SD1)

RELATING TO REIMBURSEMENT FOR NONINSTITUTIONAL PROVIDERS OF MEDICAL CARE FOR SERVICES.

Allows DHS to change its current method of reimbursement to noninstitutional providers of medical care from the customary methodology based on the charges of providers in a specialty to rates established by a fee schedule. (SD1)

MAKING AN EMERGENCY APPR0PRIATION FOR THE DEPARTMENT OF HUMAN SERVICES.

Provides an emergency appropriation to allow the Department to meet its state and federal mandates to provide foster board and board-related costs, permanency assistance, and difficutly-of-care payments for foster and adoptive parents, permanent custodians, and guardians of children with special needs.

RELATING TO THE DISABILITY AND COMMUNICATION ACCESS BOARD.

Allows the Disability and Communication Access Board to assess applicant fees for sign language interpreter credentialing, and to retain the fees in a special fund to offset the cost of the credentialing/screening. (SD1)

RELATING TO CONTROLLED SUBSTANCES.

Revises statutory provisions regulating the use of marijuana for medical purposes; clarifies definition of "debilitating medical condition"; requires release of names on registry to county police departments for verification purposes. (SD1)

Earmarks 25% of conveyance taxes paid into the general fund to the housing and community Development Corporation of Hawaii for the purpose of providing homeless assistance. (SD1)

relating to hawaii commission for national and community service.

Creates the Hawaii Commission for National and Community Service (HCNCS). Appropriates funds for the HCNCS to be used as administrative match to secure federal funds. (SD1)
