RELATING TO AIRPORT OPERATIONS.

Provides statutory authorization to enter into contracts with one or more contractors for the sale and delivery of in-bond merchandise at any state airport. (Bunda (BR))

RELATING TO CRUISE SHIP WASTE DUMPING.

Prohibits waste dumping in Hawaii and in Hawaiian waters from cruise ships. Requires a fully functioning on-boat wastewater processing system before a ship is allowed to use a state dock. (Fukunaga)

RELATING TO PUBLIC NOTICE REQUIREMENTS FOR PUBLIC LAND DISPOSITIONS.

Changes the public notice requirements for auctions, drawings, direct negotiation, exchanges, quitclaims, submerged and reclaimed lands, reservations, and easements from three successive weeks in both a statewide and county publication to once or twice in either a statewide or local publication. RELATING TO PROCUREMENT.

Authorizes an agency to purchase price list items from other vendors if they certify receiving a better price. (Matsuura)

relating to the procurement of small purchases.

Amends the public procurement code to require certain small purchases with an estimated total cost that is at least $5,000 but less than $25,000 to be advertised on an internet website. Allows bidders to submit bids for each such project by e-mail to the purchasing agency. (Kokubun)

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Transfers the Deferred Compensation program to the Employees' Retirement System. Requires the Employees' Retirement System to pay interest on pensions that are not processed and issued within three months of a member's retirement. (SD1) (Bunda (BR))

RELATING TO ADMINISTRATIVE RULE COMPLIANCE.

Requires ombudsman to investigate government agencies to ensure compliance with administrative rules. (Matsuura)

Persons wishing to testify should submit 25 copies of their testimony to the committee clerk, Room 230, State Capitol 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
