RELATING TO HAWAII NATIONAL GUARD TUITION ASSISTANCE.

Eliminates the requirement that only Hawaii national guard members who are residents of the State are eligible for tuition assistance.

relating to procurement.

Authorizes the superintendent to adopt rules for bulk purchasing for public schools for amounts of less than $50,000.

RELATING TO LIBRARIES.

Transfers Friends of the Library of Hawaii contracts and oversight from the BOE to the state librarian; adds Friends of the Library of Hawaii to the Hawaii state library foundation trust fund; requires the fund keep moneys from the two sources separate.

relating to the board of education.

Requires the board of education to invite the military representative to participate in discussions about board matters, except those matters discussed in executive meeting.
