Enacts a new joint tortfeasor release statute, including rights of contribution; repeals existing joint tortfeasor release statute and right of contribution statute; enacts good faith settlement law for joint tortfeasors and co-obligors. (SD1)

Provides the State, counties, and lifeguards immunity from liability against damages arising from the acts or omissions of lifeguards while performing emergency lifeguard services. (SD1)

Prohibits deferred acceptance of guilty and nolo contendere pleas for assault third convictions involving family or household members.
