Authorizes civil actions for violations of law regarding hiring employees during labor disputes. Prohibits an employer from permanently replacing an employee involved in a labor dispute unless the employee has voluntarily resigned.

relating to driving under the influence.

Requires the police to compel drivers to take a blood or urine test, or both, to determine a person's drug content. Amends the definition of "drug" to mean any chemical substance, natural or synthetic, that impairs the person's normal mental faculties or ability to care for the person and guard against casualty. Authorizes police office to determine method of testing persons stopped for driving under the influence. (SD1)

RELATING TO THE UNIFORM ARBITRATION ACT.

Enacts the uniform arbitration act and repeals the existing law relating to arbitration and awards. Specifies the manner in which arbitration proceedings are to be conducted, requirements for hearings, and remedies.

RELATING TO ORIGINAL JURISDICTION OF THE hAWAII SUPREME COURT.

Transfers from the supreme court to the circuit court original jurisdiction over contested issues relating to elections, the state budget, the procurement code, the Hawaii tourism authority, and the Hawaii community development authority.

Amends the dependent adult protective services law to require any family or household member who knows or has reason to know that an adult who is unable to obtain medical care is in need of such care, and is at imminent risk of death or serious bodily injury, to report the matter to DHS or county police department.

RELATING TO CAREGIVERS.

Allows a caregiver to give medical and educational consent for minor; provided that the consent to medical care is limited to school-related medical care. Subjects caregivers to penalties under part V, chapter 710, HRS, for making a false statement on an affidavit of caregiver consent. (SD1)
