Requires the DHS to compensate Medicaid providers at an amount at least sufficient to cover actual costs. (SD2)

Removes financial disincentives for health plans and providers to actively out-reach high-risk populations and appropriates funds in the amount of $1 for DHS to hire additional staff for the purpose of this Act. (SD1)

RELATING TO AUTHORITY OF FOSTER PARENTS TO PROVIDE CONSENTS FOR THE FOSTER CHILD'S EDUCATIONAL AND RECREATIONAL NEEDS.

Authorizes foster parents to sign school forms and recreational permission slips for their foster children. (SD1)

RELATING TO FUNERAL ASSISTANCE PAYMENTS.

Allows the respective county medical examiner or coroner to submit an application for funeral payments under the department's funeral payment program on behalf of an unclaimed corpse more than sixty days after the date of death of the deceased. (SD2)

RELATING TO CHILD CARE.

Adds child abuse checks as a requirement for licensed child care providers and staff, and requires the Department to disclose verified criminal history and child abuse information on employees to their employers. (SD2)

RELATING TO REIMBURSEMENT FOR NONINSTITUTIONAL PROVIDERS OF MEDICAL CARE FOR SERVICES.

Allows DHS to change its current method of reimbursement to noninstitutional providers of medical care from the customary methodology based on the charges of providers in a specialty to rates established by a fee schedule. (SD1)

RELATING TO PUBLIC ASSISTANCE.

Clarifies the distinction between the Department's authority to require an agreement that future grants of assistance will constitute an agreement or lien against a claimant's interest in real property, and the agreement or lien against real property where a claimant is an inpatient.
