RELATING TO PUBLIC ASSISTANCE.

Clarifies that DHS's annual update of liens with the Bureau of Conveyances is an internal departmental accounting measure. Allows DHS to initiate probate proceedings to enforce liens. Provides that recording and tracking procedures apply to both types of DHS liens. (HB638 HD1)

RELATING TO PRESCRIPTION DRUGS.

Replaces the electronic prescription Act, Act 304, SLH 1997, which sunsets June 31, 2001, by amending part I, the Hawaii Food, Drug, and Cosmetic Act, of chapter 328, Food, Drugs, and Cosmetics, to allow prescriptions to be electronically transmitted to pharmacies and medical oxygen distributors, allow drug dispensers to keep records of prescriptions in electronic form. RELATING TO OPTOMETRY.

Repeals joint formulary advisory committee; allows therapeutically certified optometrists to prescribe and use all pharmaceuticals authorized by optometry board, not just those topically applied, but prohibits use of injectables. (HB223 HD1)

RELATING TO YOUTH SERVICES.

Clarifies the services of youth services centers. Appropriates funds for youth services centers, including the Hookala diversion lock-up program. (HD1)

RELATING TO SCHOOL HEALTH.

Establishes comprehensive school health projects that promote the healthy development of all students and a comprehensive school health program. Convenes a joint planning committee to coordinate a phased implementation of the program. (HB98 HD1)

RELATING TO EDUCATION.

Defines the class of children eligible for special education programs and services. Establishes a voucher program allowing parents of special education children to obtain special education services from private organizations. (HB1678 HD1)
