Makes $25,000 appropriation to obtain a $225,000 grant from the U.S. Department of Education for teachers to teach blindness skills to individuals age fifty-five or older with severe visual impairment or blindness.

Provides that the individual development account contribution tax credit shall be equal to 100% of the amount contributed.

RELATING TO MEDICAL ASSISTANCE RECOVERY.

Expands the scope of the notice requirements to require that all parties make reasonable inquiry as to whether a claimant has received or is receiving medical assistance, and give timely written notice of any claim or action to the Department. (SB 1109)

Encourages the consideration of "ohana conferencing" as a practice in the resolution of child protective cases. (SB1112)

RELATING TO ADVANCE DIRECTIVES FOR PSYCHIATRIC CARE.

Establishes a mechanism to allow individuals to make known their mental health treatment preferences at a time when the individual is able to make informed decisions about treatment. RELATING TO AUTHORITY OF FOSTER PARENTS TO PROVIDE CONSENTS FOR THE FOSTER CHILD'S EDUCATIONAL AND RECREATIONAL NEEDS.

Authorizes foster parents to sign school forms and recreational permission slips for their foster children who are under the custody of the Department of Human Services. (HB629 HD1) (SB 1104, SD1)

RELATING TO INFORMATION ON THE NATURAL PARENTS OF THE ADOPTED MINOR CHILD.

Waives the requirement for court-ordered medical information forms if the completed forms are not returned to the Department of Human Services (DHS). Requires the completion of medical information forms and the consent to release medical information at the dispositional hearing. (HB630 HD1) (SB1105, SD1)

DECISION MAKING TO FOLLOW, IF TIME PERMITS.

When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.

The Committee previously held public hearings on Senate bills that are substantially similar to House bills as noted. Please focus your testimony on the differences, if any, between the House and Senate measures as listed.
