RELATING TO THE JUDICIARY.

Removes the expedited sentencing program's pilot project status by repealing the sunset date and the yearly reporting requirements. (Matsuura)

RELATING TO CHILD PROTECTION.

Provides immunity from prosecution for leaving an unharmed newborn at a hospital. Provides immunity from liability for hospitals and their personnel for receiving a newborn.(Chun-Oakland, Fukunaga, Matsuura, Ihara, Buen)

RELATING TO SEX OFFENDERS.

Authorizes courts and the paroling authority to require persons convicted of sex offenses against children to obtain psychiatric or psychological therapy upon the completion of their terms of imprisonment. (Chun-Oakland, Chumbley, Tam, Kanno, Fukunaga, Matsuura, Ige)

RELATING TO FAMILY CHILD CARE.

Makes general amendments to the family child care home law, including setting a $1 million insurance policy limit per provider, extending the law to include renters, and allowing the board to limit the number of family child care homes to 3% of all units. Removes repeal date for the law.(Fukunaga)

RELATING TO TOBACCO PRODUCTS.

Creates statewide licensure mechanism for retail tobacco sales that provides for licensing retail tobacco vendors, inspections and enforcement, adjudication of fines and penalties, training and education for retail merchants and public awareness of the State's statute governing the sale of tobacco to minors. RELATING TO THE QUEST MEDICAL ASSISTANCE PROGRAM.

Increases eligible income allowed for QUEST medical assistance program participation from 100% to 300% of the federal poverty level. Appropriates $      for FY 2001-2002 and $      for FY 2002-2003 to fund increased QUEST costs due to increases in participation. (Nakata)

RELATING TO CERTIFICATION FOR TAX EXEMPTION.

Redefines "deaf" for state income tax purposes, allowing licensed audiologists to certify impairment of deafness. (Kokubun)

RELATING TO MEDICAID.

Requires the DHS to compensate Medicaid providers at an amount at least sufficient to cover actual costs. (Bunda, Matsuura, Chun, English, Hanabusa)
